Telematic ROV Control with Mind Reader Enabling Device

There is a problem with telematics generally for operating remote equipment, especially high dollar assets like space toys, rovers, UAVs and ROVs underwater. That problem which must be over come is time delay. And with a human operator it is even more serious as there are issues with reaction time on top of the time delay to send signals. If an ROV gets too close to an underwater sea cliff and is moving with the water currents then it could hit the side and be damaged before the operator on the surface has time to react or before the signal gets to the ROV to correct the dangerous situation.

I propose putting a hat on the operator of the ROV to diminish the reaction time, if the ROV operator gets a quick anxiety or excitement thought the signal will already be on its way for the ROV to stop where it is, while the reaction time of the operator catches up with the proper control sequence to avert disaster. How will this be done?
